Are Q-frame breakers allowed to use in a single row (HCP-SU) MLO I line panel?

Issue:
Verifying if a Q-frame breaker can be used in a single row I line instead of a J-frame breaker.

Q-frame breakers will not be able to protect the main lug for a single row I line, use J-frame instead.
