Schneider Electric does not recommend Buck Boost Transformers for attempting to equalize voltages, one phase with another, on a Three Phase Source that has unequal phases. Different output loadings can possibly negate any correction that the Buck Boost Transformers might provide, which can even exacerbate the imbalances. Buck Boost transformers should only be used to increase or decrease Three Phase voltage sources that already have roughly equal voltages from phase to phase.
