Can 100% rated breakers be installed in a Main lug only or MB I-line panel?

Will I-line panels both MLO and MB panels accept 100 percent rated breakers?

Yes they can. However, the panel will still need to be protected by an upstream SCP device unless the 6 disconnect rule is applied.
