What is a WH or "water heater" breaker?

Resolution:
It was a special QO type breaker for applications where a separate meter was supplied for a water heater. The breaker did not connect to the bus, but had two pigtails which connected to the meter, and two terminals for connection to the water heater. See pictures below:
