No. Due to the dynamics of the magnetic flux within the three legged core, two of the incoming phase conductor currents will be similar and the third will be typically 40 to 60% higher than the other two. This does not negatively impact the Transformer in any way, rather it is simply the normal state of an unloaded three coil, three legged core Transformer.
