Resolution:

"Since the current drawn by the XDSE device during normal operation is negligible, the XDSE device can be connected to a dedicated, separate branch circuit or connected to a suitable existing branch circuit."

It can but they will have to use a breaker that accepts multiple conductors per lug and also has the wire range that complies with the wire range that XDSEs has which is stated on its handout (XDSE Handout), #8 to #10 AWG. This will assure that the wire leads of the SPD device are still protected.
