How do I use/wire the Digital IO module TPRDG4X2?

Is voltage provided from the island for the inputs and outputs of TPRDG4X2?

Resolution:
The digital inputs require an externally supplied 24V signal to drive them high. Simply shorting I0 to IC will not drive the input high.
The digital outputs will connect and disconnect an externally supplied 24V source. The 24V is not derived from the island itself, it must be supplied by the user.
