Why event ID in TS event buffer could have number 16 ?

Event with ID 16 (SOE_UNCERTAIN ) is used to indicate that some events may be lost in the next sequence of events and user needs to check the why the TS buffer of BMXERT1604T (or BMxCRA31210) reaches full state.
