Power Monitoring Expert (PME) displays "Error Adding Device: The number of Device Licenses is insufficient" when adding a new device in Management Console

Issue
The pop-up window with the error "Error Adding Device: The number of Device Licenses is insufficient" is displayed after attempting to add a new device into PME Management Console. This occurs after the details are entered into the Configuration window and pressing "OK." The device consequently does not appear in the device table.

The full error:
"The number of Device Licenses is insufficient

Entry-Range Device Licenses: 0
Mid-Range Device Licenses: 0
High-End Device Licenses: 0

Contact your local sales representative to purchase licenses.

Contact a Software Registration Center if:
*you have not activated the licenses, or
* you have encountered problems activating licenses.
Software Registration Center contact details are found when
you click on the Technical Support of the License Configuration

Change the Enabled value to No to complete the operation.

Press OK to continue editing properties or Cancel to abort the operation.
(No changes have been made to the system configuration.) "

Causes
The PME licensing platform is dependent on the web applications server. When the server is not functional, the licensing platform loses access to information about the licenses on the system.

Cause #1
The PME installer enables and configures the Internet Information Services (IIS) to host the different Web Applications. The "Applications Modules App Pool" should be running automatically to host the web application.

Cause #2
Power Monitoring Expert leverages several ION services. The ION Application Modules Provider Engine Host hosts web services that provide data processing for the Web Applications component. It should be started for the Web apps to be functional. Resolution #1

  1. Open the IIS Manager
  2. In the "Connections" pane, click on the arrow key next to the server name to extend the tree
  3. Click on "Application Pools"
  4. Highlight the "Application Modules AppPool"
  5. Right click and select "Start" to start the App pool. Alternatively, press "Start" in the "Actions" pane
  6. Attempt to add devices into Management Console

**If the Application Pool is showing as started beforehand, press stop and start.**


Resolution #2

  1. In the Start menu, search for "Services" and open the app
  2. Scroll to find "ION Real Time Data Service" and highlight the service
  3. Right click and select "Start" to start the service
    1. Alternatively, press the green arrow symbol in the tool bar to start
  4. If the service is started, the "Status" column should say "Running"
  5. Attempt to add devices into management console

To ensure that the service is started automatically in the future:

  1. Right click on the service. Select "Properties" to open the properties window
  2. In the General tab, navigate to "Startup type" and verify "Automatic" is selected
  3. Press "Apply" to apply change
