SFC action .T values not calculating for 1 scan

With Action.T (not Step.T), this behavior is consistent with how the Control Expert SFC runtime handles action associations.

ActionName.T is not a retained historical duration value. It represents the elapsed active time of the action while the action association is active. For an N-qualified action, if the step is activated and deactivated within the same scan, the action never remains active long enough for the runtime to accumulate a measurable elapsed time. Consequently, Action.T may remain zero or appear empty during online monitoring.
