Issue
ION Setup Offline Programming does not allow the assignment of digital and analog inputs and outputs

Cause
ION Setup was designed with the ability to create frameworks without communicating to the meter. This is called offline programming. This programming method will allow you to setup the Digital Input & Output modules. Unfortunately because the offline program isn't actually connected to the meters physical hardware you cannot assign the physical port number within these modules. If you attempt to assign a digital output module to Relay 1 for instance, the port list is blank and this action cannot take place.

Resolution
This can only be resolved after the framework has been pasted to the meter, and the physical port is present to be assigned. All other setup parameters for the Digital I/O & Analog I/O setup will work as normal.
