Issue
After applying a patch to ENM, user cannot refresh tags. The error message suggests a service is not running however all services are running. In the ENM event log the following message is included
"API restriction: The assembly 'file:///C:\Program Files (x86)\Schneider Electric\StruxureWare Solutions\Event Gathering Service\[some file name].dll' has already loaded from a different location. It cannot be loaded from a new location within the same app domain.

Applying patch to update dll file

Resolution
The likely cause is because the updated dll and original dll (with a different name) are in the same folder. Move the old dll file to a new location and restart the Event Gathering Service.
