Does a Machine Expert 2.3 license provide a Basic license for Operator Terminal Expert 4.0?

Resolution:
This FAQ states that a Basic License of EOTE is included with a Machine Expert license (https://www.se.com/us/en/faqs/FAQ000219760/) but does the new version of Machine Expert (v2.3) come with an EOTE 4.0 license?
Machine Expert 2.3 still comes with an EOTE 3.x license. It will not come with a 4.0 license until Machine Expert moves to it's equivalent of the "HMI License Manager"
