Is an I-line panelboard that uses a backfed branch breaker as the main breaker suitable for use as Service Entrance?

In an I-line panelboard, branch breakers can be used as backfed main breakers in order to feed the interior bus. Is this application of the I-line panelboard suitable for use as Service Equipment?

Yes, but the backfed main breaker MUST be labeled as "Main Breaker" for the panel to be rated as suitable for use as Service Entrance. All panelboards contain a statement on the wiring and torque label indicating the panel can be used as Service Entrance Equipment when applied in accordance with NEC.
