Where is the fourth wire of a three phase, four wire NQ panelboard connected?

Resolution:
The fourth wire should be connected to the neutral. To the the right and left of the incoming phase connections are neutral bars, and the incoming main neutral lug is mounted on one of them. The right and left neutral bars are bussed together; however, the bus connection may not be visible due to being covered by panel insulation. The ground bar, purchased separately, is mounted directly to the back plate of the panel enclosure.
