Can a 4 pole RCCB be single phased?

The Acti 9 four pole RCCB incomers, A9R##### cannot be single phased. This is because the test button circuit requires 400Vac for test circuit to work.
Note: The test button has to be tested regularly in accordance with wiring regulations BS7671.
