Cannot not remotely trip or close the breaker by using the VIP410

Environment
Closing or tripping a breaker remotely or through external input.
Cause
Circuit Breaker Control is not on or the external wiring is not setup.
Resolution
There are two ways to remotely trip the VIP410 and Mitop Trip Unit
1. Using communications for tripping through VIP410.
2. External input trip, but usually this is for another protection device such as 'Buchholz' for example.
