Steps to resolve:

1. Install Microsoft .NET Framework 4.8 on the target machine.
2. Install EcoStruxure Control Expert 15.1 or a later supported version on the same PC.
3. Verify that the project file can be opened using the installed Control Expert version.
4. Ensure the project file does not include features from newer unsupported versions.
5. For projects created in versions earlier than 15.1, use Control Expert DIF 14 instead of DIF 16.0.
